Fix of shnid 18092

I made the transition between CDs 2 and 3 seamless using CE 2000.  Resulting SBEs were fixed and verified using shntool.  Thanks to Charlie Miller for providing the overlap between the two CDs that made this fix possible.  Nonseekable SHNs were converted to FLAC.
